Task 1 aims at identifying the existing legislative framework, standards or guidelines regulating health and security aspects throughout all the life-cycle steps of offshore (floating and fixed foundation) and onshore wind power plants. To this end, the consortium developed a research methodology taking into consideration the following steps:
The manufacturing of wind plant components as well as their on-route transportation to the project site are not part of the research. The on-site transportation as well as the on-site unloading by transport companies is however covered by the project.
The geographical scope of the research comprises all EU28 Member States as well as the EFTA-countries Iceland, Liechtenstein and Norway.
The research methodology for task 1 is visualised in detail in the graph below:
Development of a research methodology
Pilot research in 2 countries
Preparation of repository structure and management of programming
Training of eclareon's country experts
Desktop research to collect existing legislation
Validation of legislation
Synthetisation of information
Presentation in a repository
Identification of common elements and potential differences
Provision of explanatory notes
Review of results through experienced team members
Second internal review of results through consortium partners
Feedback and review of results through external national experts
The results of task 1 shall be first presented to and discussed with stakeholders and experts during workshops (see task 3). Once their feedback has been gathered, the results will be finalised by October 2019. The finalised input shall be used for tasks 4 and 5, focussing on the data analysis and the identification of harmonisation options.
